[Bug 2125970] [NEW] Please build python-msgpack on i386

Public bug reported:

inkscape has been stuck in questing-proposed because it is uninstallable
on i386.

Error: Unable to satisfy dependencies. Reached two conflicting decisions:
   1. python3-cachecontrol:i386 is selected for install because:
      1. inkscape:i386=1.4.2-3 is selected for install
      2. inkscape:i386=1.4.2-3 Depends python3-cachecontrol

python3-cachecontrol is Architecture: all but it has Depends:
python3-msgpack which is Architecture: any

Please build python3-cachecontrol on i386. Also, I think you may need to
add to it add it to the permanent allowlist since it doesn't have a
direct reverse dependency on i386.

Alternative
===========
Or we could lower the Depends to Recommends. It was added to fix https://bugs.debian.org/1052303 (File > Import Web Image).

Inkscape is built on i386 because it is a build dependency for the
i386-only game-data-packager. There, it is used in headless mode so it
doesn't really need python3-cachecontrol.
