This bug was fixed in the package python-oslo.cache - 4.1.1-2ubuntu1

python-oslo.cache (4.1.1-2ubuntu1) resolute; urgency=medium

  * d/p/make-binary-memcached-optional.patch: Guard bmemcached import in
    _bmemcache_pool so the package works without python-binary-memcached
    installed.
  * d/control: Move python3-binary-memcached from Depends to Suggests
    (universe) (LP: #2146731).

  The latest Debian sync of this package has a universe package binary-
  memcached as a runtime requirement. This should be patched as optional
