This bug was fixed in the package python-novaclient - 2:18.12.0-1ubuntu1

python-novaclient (2:18.12.0-1ubuntu1) resolute; urgency=medium

  * d/control: Remove python3-keyring from Depends and Build-Depends-Indep
    (LP: #2146380). python-novaclient has no keyring usage; the optional
    keyring support lives in python-keystoneclient and is off by default.

Bug description:
    - Migration status for python-novaclient (2:18.11.0-0ubuntu1 to 2:18.12.0-1): BLOCKED: Rejected/violates migration policy/introduces a regression
    - Issues preventing migration:
    - python3-novaclient/amd64 in main cannot depend on python3-keyring in universe
    - Impossible Depends: python-novaclient -> python3-keyring/25.7.0-1/amd64
