The migration of python-openstackclient is blocked by the new dependency
on python-keyring:

python-openstackclient (8.3.0-0ubuntu1 to 9.0.0-1)

Migration status for python-openstackclient (8.3.0-0ubuntu1 to 9.0.0-1): BLOCKED: Rejected/violates migration policy/introduces a regression
Issues preventing migration:
python3-openstackclient/amd64 in main cannot depend on python3-keyring in universe
Impossible Depends: python-openstackclient -> python3-keyring/25.7.0-1/amd64 

Suggested fix is to demote python-keyring to suggests.
