[Bug 2147575] [NEW] Debian sync request - version 18.12.0-3

Public bug reported:

A Debian sync of python-novaclient 18.12.0-3 is requested for the
OpenStack Gazpacho release. 0-1ubuntu1 is currently in Ubuntu Resolute
but we require the patch in 0-3 to remove an unnecessary universe
dependency (python-keyring). This is a minor patch bump the the
regression risk is minimal. The current Ubuntu delta can be dropped as
that delta is contained in the requested patch sync.
