[Bug 2148502] [NEW] Debian sync request - version 4.10.0-3

Public bug reported:

A sync of the latest version of python-magnumclient is requested from
Debian to resolve the FTBFS currently observed in 4.10.0-1:

ModuleNotFoundError: No module named 'requests_mock'

The 0-3 patch in Debian resolved this issue by adding python3-requests-
mock to Build-Depends-Indep as per this commit:

As this is simply the addition of a dependency, the regression risk is
minimal.
