Bug description:
  In resolute the system test named "ECMP symmetric reply" fails and
  after analysis the triggering change is the update of nmap's
  implementation of ncat.

  A quick round of bisection indicates the change was introduced in nmap
  upstream somewhere between 7.95 and 7.96 versions.
