  backport openvswitch 3.7 to jammy

Status in openvswitch package in Ubuntu:
  New

Bug description:
  to fix issues with ovs offload in PS6 leading to pkt loss and high latency.
  seems to be related to how ovs dump and sweep flows.
  version 3.7 may help with enhanced hardware offloading support.

  backport in server-backports ppa.
