  s390x/26.03 test failures

Status in ovn package in Ubuntu:
  New

Bug description:
  In the ovn-controller testsuite for s390x the test `I-P for address
  set update: multiple ASes used by same lflow` fails consistently. This
  is due to the output from dump-flows being unsorted and so the correct
  output appears mismatched due to being in the wrong order.
