[Bug 2139033] [NEW] Missing OVN 25.09.2 in Ubuntu Cloud Archive for [Caracal or Epoxy]

**Impact**
The upstream OVN project released version 25.09.2 on December 4, 2025. This is a maintenance release that includes important bug fixes and stability improvements over the version currently available in the Cloud Archive.

I am requesting that the OVN package in the Ubuntu Cloud Archive be
updated to match this upstream stable release.

**Current Behavior**
When checking the policy for `ovn-central` (or `ovn-host`) in the Cloud Archive, the version is stuck on an older release (e.g., 25.09.0 or 25.09.1).

**Expected Behavior**
The package `ovn` should be updated to version 25.09.2 to align with the upstream stable branch.

**Additional Info**

- Upstream Changelog/Tag: https://github.com/ovn-org/ovn/releases/tag/v25.09.2
