[Bug 2144669] [NEW] 2.6.3-1 depends on nonexistant python3-backports.zstd

Public bug reported:

The latest version of `python-urllib3`, 2.6.3-1, has been stuck in
proposed due to python3-backports.zstd being a missing dependency.
python3-backports.zstd however, is a backport of ZSTD which is included
in Python 3.14, it's only used for Python 3.13 and under. python-urllib3
itself works without python3-backports.zstd on Python 3.14; it's just
required for older versions of Python.

Following some discussion, for now it is probably best to create an
Ubuntu delta and drop the `python3-backports.zstd` and min-ver Python
3.14 given that it is a little late to new package
`python3-backports.zstd` and sync from upstream.
