This bug was fixed in the package python-os-ken - 4.1.1-1ubuntu1

  * d/p/make-ncclient-optional.patch: Guard ncclient import in
    of_config.capable_switch so os-ken works without ncclient installed.
  * d/control: Move python3-ncclient from Depends to Suggests (universe)
    (LP: #2146722).
  * d/py3dist-overrides: Exclude ncclient from auto-generated Depends.

Bug description:
  4.1.1 of this package has a new runtime requirement of python-ncclient
  which is blocking migration. Suggested to move this requirement to
  suggests and patch out hard requirement to unblock.
