problem with openstack-install

Seems like I'm having some juju issues using the documented command sudo openstack-install.
When it's bootstrapping juju it fails. The resulting commands.log says that
Problem during bootstrap: '{'output': 'Bootstrapping environment "maas"\nBootstrap failed, destroying environment\nERROR failed to bootstrap environment: Juju cannot bootstrap because no tools are available for your environment.\nYou may want to use the \'agent-metadata-url\' configuration setting to specify the tools location.\n\n', 'status': 1}'
Although when I execute the command previous to that message
JUJU_HOME=/root/.cloud-install/juju juju bootstrap
It seems to go through and actually pick a random node from MAAS and execute the process. Any ideas? We're trying to spin up a POC for openstack but so far it seems fruitless since the documentation says it should be easy and quick to setup
