Ok, now I see it in the cloud-init-output.log…

2015-06-05 18:53:03,062 - cc_apt_configure.py[WARNING]: Add source error: ppa:cloud-installer/experimental:add-apt-repository failed. Unexpected error while running command.
Command: ['add-apt-repository', u'ppa:cloud-installer/experimental']
Exit code: 1
Reason: -
Stdout: "Cannot add PPA: 'ppa:cloud-installer/experimental'.\nPlease check that the PPA name or format is correct.\n"
Stderr: ''

It explains why the different code in the container… yet I have no idea how to make this one respect the proxy settings… any idea?

Yes, in all my attempts after moving to experimental I use
sudo -E openstack-install --extra-ppa ppa:cloud-installer/experimental --openstack-release kilo -r trusty -a amd64 --http-proxy ….

I also see the setting in my ~/.cloud-install/config.yaml
…
extra_ppa:
- ppa:cloud-installer/experimental
…

What else could be wrong?
