Actually, libcxl builds successfully in a PPA and in sbuild; it doesn't
seem to try to get cxl.h at all. Is something else missing from the
build?

Also, rather than embedding cxl.h; you should try to see if there is a
way to include linux kernel headers from the linux-headers packages (as
Build-Depends) and either copy the files, or point to them directly.
