In that case, someone must send a letter to the DoF so that this can be
straightend out. Otherwise Mark Shuttleworth is just wasting his money
sending all those cds since they never get to the endusers. It's a waste
of resources, which could be used somewhere else.

Yes and I got a straight answer from the Custom official (even after I
showed him the letter from Canonical): These items are taxable as
mandated by customs law.
They even showed me all the stock piles of Ubuntu boxes.
