SOLVED: Windows above the launchers

I "fixed" it by stopping xpad, and even after restarting xpad it worked.

I loged out and in again, still working.

No idea what happened.

Somehow I have the feeling, that Unity will need at least one more release
of Ubuntu to be in a really stable state - I use it, but I am sometimes
irritated.
