Call for Testing: Smart Scopes

Thanks to everyone for testing this! As a result of the issues found, 
the feature is not going to make it into raring by default.

However, the unity team still needs tests and results for the in-dash 
payment features and a final decision will be made on whether that 
aspect of the dash lands in raring or not.
