Ubuntu is not targeting experienced Linux users, nor people that knows
how to use the command line. Therefore, if you are targeting
Windows-like users, you should not count on having your release notes
read.

Ubuntu releases IMO should be offered as an upgrade when everything is
supposed to be ready, and announcements done once the upgrade is
available.
