Can average users change bug statuses?

Anybody can change the status to Fix Released, but only privileged
users can change it back once it is set to that status.
Which, of course, is idiotic.

Launchpad Issue reported back in 2011, "triaged" and with importance
"high", yet still unfixed LOL
