call for testing: snapcraft 2.31

We had some archive pains for 2.30 and we couldn't publish that deb.
All things are solved now, so we are testing snapcraft 2.31 in
proposed. We need to test it in xenial, yakkety and zesty, so all the
help you can give us will be highly appreciated.
