Impossible to report a bug

Hi,
I am trying to report a very serious bug but it seems that the report a bug
button on launchpad has been disabled and now just takes you to a help page
with very generic advice. I have tried using the ubuntu-bug tool but it
does not allow me to explain what the problem is or add any information.
My only option is to report it here, and hope that someone can perhaps
create the issue on launchpad:

Ubuntu Version: Ubuntu bionic, x86_64
System: Recently installed ubuntu with few additional packages installed
Package: gnome-system-monitor
Installed by default. I think this is now a snap package.
Behvarior:
While the application is running, it is continually printing an error
message to /var/log/syslog (shown below). This eventually fills up the
entire root partition, making the system unusable.
