The motivation was that user-setup is one of our chronically worst merges
and prior to this hadn't been merged since lucid, so reducing the delta
should reduce the maintenance burden associated with the installer
component.  If this change causes greater maintenance burden elsewhere, or
if the inconsistency is too awkward, we can certainly revisit - and possibly
throw in an upgrade kludge for those who've installed precise alpha 1.
