Clarifying Unseeded Universe Freeze

I'm all for keeping the 36 hours (1.5 days) that we did in the past
releases. It makes sense to be able to pull in more fixes, and there
is little to no risk at all. We won't accept an 48 hour build 1.5 days
before the release :)
