I think this is unlikely. 
What is likely though is that phone manufacturers will use the last
stable release and we only do device related bits (which should never
end up in the generic rootfs but be solely managed in the android
container). 
IMHO this branching into a PPA for RTM should stay a one time thing,
once we have a feature complete rootfs installation manufacturers will
have to use this or wait for the next stable release to base on.

New future features should be developed inside the distro then, like we
do for desktop.
(note that management might have a different view on this indeed)

Our current issue is that not all basic features are completed yet. Once
we are at this point I wouldn't see us doing anything different than
with the general distro.
