Right, I think Scott and I are saying the same thing here. If the version
is "used up", it's "released", even if you don't advertise it widely.
Maybe the release is just a tag in a VCS or something until it's verified
in Ubuntu, that's entirely fine, IMO.
If they were doing pre-release versions, it would make sense to test in a
PPA, but then you'd still need to re-upload and re-test when you bump the
version number to "final". If every SRU upload is already a "final",
then there's no reason for the extra PPA machinery. Throw it at -proposed
and see how it treats you.
