OpenStack Kilo/Ubuntu Vivid Release Dates

Hi Release Team

We have the exciting situation this cycle that OpenStack Kilo releases
+1 week on Ubuntu 15.04 on the 30th April (see [0]).

I anticipate that by the point of 15.04 release, we'll at least be on
the first RC's for Kilo, so I'm proposing that we just SRU the final
release once it appears via the normal SRU process - hopefully it will
be just a version change in the code base but it may also include some
bug fixes.

This does mean that we will be uploading RC's late into the dev cycle
so we can test as close to final kilo release as we can get prior to
15.04 release - this is not that much of a change from previous
release activities where we have coincided on release date but it felt
like something the release team should be aware of rather than the
server team assuming knowledge and consent.
