SRU policy review: ec2-hibinit-agent

I have drafted a SRU policy exception page for ec2-hibinit-agent[1] which I
would like reviewed by the SRU team.

I have proposed this policy to better document the SRU testing for this
package.  The policy exception does includes an exception for version
backports; we are not looking for an exception to the aging requirement.
Could someone from the SRU team provide a review?  Thank you.
