Eoan Beta Freeze/OpenStack Train RC's

Hi Release Team

As OpenStack and Ubuntu are now back in an aligned cadence we find
ourselves in the position of having to upload lots of OpenStack packages
post beta freeze.

Upstream have been releasing initial RC's this week which the Ubuntu
OpenStack team are currently working through.

This has been business as usual for the last however many years but please
can we have our normal general freeze exception for the OpenStack package
set.

Shout if otherwise and we'll stop uploading to discuss :)
