Plucky + OpenStack Epoxy Release Coordination

Hi Release Team

The next release of OpenStack (Epoxy/2025.1) will be released on the
week of March 31 - Apr 04 in advance of the release of 25.04 (see [0]).

We have snapshots and required dependency updates (caveat for Horizon waiting
for a MIR) in place for Epoxy; Release candidates went out from all
the projects.
We, the OpenStack, are waiting to upload them after the end of BETA freeze.

The Ubuntu OpenStack team will be working past beta freeze to complete
required package updates as usual to move the current set of snapshots
through to final release versions.
