Porting software-properties to python3. As far as I could tell from testing locally (and with the package as built with this branch), add-apt-repository, software-properties-dbus, software-properties-gtk and software-properties-kde all work properly.

Especially important to review: I couldn't find a better way to properly install the python3 versions of the scripts than installing them directly from the build directory; otherwise dh_auto_install uses the python 2 versions.
