Add dummy transitional package for libutouch-grail1.

Testing:
 - Built inside pbuilder chroot and pushed to a local package repository.
 - 'apt-get dist-upgrade' found the new libutouch-grail1
 - 'apt-get install libutouch-frame1' installed over the prior libutouch-grail1 and also added libgrail5
