bah - so -X/usr/bin/quantum is a good switch - couple of new binaries:

dh_install: usr/bin/neutron-mlnx-agent exists in debian/tmp but is not installed to anywhere
dh_install: usr/bin/neutron-hyperv-agent exists in debian/tmp but is not installed to anywhere
dh_install: missing files, aborting
