Review: Needs Fixing

This was about to land, but sil2100 reviewed the packagaging changes and rightfully pointed out that qtdeclarative5-quicklayouts-plugin is in universe, so webbrowser-app (which is in main) cannot depend on it.

This means that unfortunately, we’ll have to refrain from using QtQuick Layouts, and re-implement UrlDelegate without them.
