Review: Needs Fixing

Why does systemd depend on both libacl1 and acl?  I wouldn't expect it to use the runtime tools.

(I have found it annoying in various circumstances that acl is not installed in all circumstances, but I don't think this is the way to accomplish this.)

Also, libgcrypt11 shouldn't be promoted back to minimal as it has just had its priority dropped in favor of libgcrypt20.  We should get systemd updated to libgcrypt20 instead.
