This commit backports the change that adds the Settings submenu to the Whisker menu.

The change was copied from here: http://bazaar.launchpad.net/~ubuntu-branches/ubuntu/utopic/xubuntu-default-settings/utopic/revision/147/etc/xdg/xdg-xubuntu/menus/xfce-applications.menu
The original author of that change is Sean Davis.

The linked bug was not nominated for Trusty yet, but I think the missing Settings submenu is a usability issue that should be addressed.
