Fixes disable flight-mode problem ( LP: #1388030)

This change adds a delay to the POWERON callback to handle the expected modem socket disconnect.

This changes affects FlightMode and mode initialization after startup, so both should be tested extensively.

There are no DBus interface changes introduced.
