I found this in dmesg:

[    3.092545] systemd[1]: Job NetworkManager-wait-online.service/start
deleted to break ordering cycle starting with network-
online.target/start

and a

sudo /etc/init.d/network-manager restart

helps to get online again, but not right after booting.
