Update JWM to current version (2.3.1)
MAJOR improvements to JWM.
Updated Debian directory to point watch to correct location and use better extention regex
Updated rules file to use autoconf and be very simple
Updated control to be easy to read and include svg/jpg support as well as newest standards version
remove obsolete patches, and consolidate all jwmrc patches into a newer patch with more fixes
patched example.jwmrc to use debian menu, include useful icon directories and have a number of useful keyboard shortcuts

added jwm-full.desktop to xsession as a new xsession file to use /etc/X11/Xsession to launch jwm 

also added jwm-desktopmenu as a new menu method for users with some localization directories to use in creating a much improved menu
