[Bug 1436330] Re: Network Manager doesn't set metric for local networks any more, causing connection issues

I discussed this with Mathieu this morning on #ubuntu-devel, he
commented that to properly fix, we need to add additional logic that
includes the new metrics when creating the default routes.   This will
require a backport from NM 1.x, however as it won't merge cleanly,
there's some rework involved in order to get it working on our older
version of NM.
