[Merge] lp:~boiko/telephony-service/non_phone_accounts_tests into lp:telephony-service

Gustavo Pichorim Boiko has proposed merging lp:~boiko/telephony-service/non_phone_accounts_tests into lp:telephony-service with lp:~boiko/telephony-service/support_non_phone_accounts as a prerequisite.

Commit message:
- Move all tests to root/tests to make it easier to share components
- Add tests to existing components
- Add tests to make sure supporting non-phone based accounts works
- Fix problems found while writing the tests.
