On a freshly installed Ubuntu 16.04 (with the network-manager-vpnc
package installed), the vpnc option is missing from the list of VPN
connections you can create. Look at this screenshot:

Normally, vpnc is listed under the VPN section of the screenshot above,
that upon clicking, provides an easy GUI interface for setting up VPNs
to Cisco devices.
