Note: this is not enough to fully address bug #. We’re still missing a mechanism that automatically sets the value of @{XDG_DOWNLOAD_DIR} based on the user’s locale (third bullet point in https://bugs.launchpad.net/ubuntu/+source/apparmor/+bug/1061693/comments/1).
