Changes necessary to run location-service on Snappy.

 - When building for snappy use an AlwaysGrantingPermissionManager to replace TrustStorePermissionManager, which doesn't work on Snappy
 - Replace /var/lib/ubuntu-location-service (which isn't accessible in snappy) with the $SNAP_DATA environment variable which will be populated with a writable persistent data directory by the snap launcher.
 - Add a snapcraft.yaml file which will build the service
