Note: once https://code.launchpad.net/~system-apps-team/webbrowser-app/multiple-windows/+merge/303310 lands, this branch will require additional work to ensure that a DownloadsPage in a non-incognito window doesn’t show incognito downloads (will need an additional SortFilterModel on top of the DownloadsModel).
