Public bug reported:

We would like to have ubuntu-filemanager-app as part of the unity8
experience.

Adding ubuntu-filemanager-app adds:
- Unity8/Qt/Ui Toolkit - native file manager app
- Allow users to export/import files from other apps using content-hub. (File manager will appear in content-hub list as option)

** Affects: unity8-desktop-session (Ubuntu)
     Importance: Undecided
         Status: New
