List packages installed by livecd-rootfs as dependencies instead of installing them at run-time.

Many changes are backported from artful and later and the changes there don't have to care about installing packages they use because the dependencies are complete there.
Installing dependencies when installing livecd-rootfs also eliminates issues like we observed recently when reordering code flow made apt-get install happen later then installing the shipped command breaking the build.

Vmdk-stream-converter needs to be added to main, see LP #1700995 .

Pxz is not in main either, but i cherry-picked the change to switch to xz instead MIR-ing it.
