[Merge] ~cjwatson/livecd-rootfs:bionic/buildd into livecd-rootfs:ubuntu/bionic

Currently chroot tarballs are gz, but uploaded as chroot-ubuntu-disco-amd64.tar.bz2 file names. Hopefully this is fixed now, and like next series tarballs can be uploaded with .tar.gz suffix. Or is this simply an API issue that returns/stores such filename .getChrootURL() call?

chroot-autobuild/CurrentlyBuilding appears to be missing, and a few builds are sensitive to said file being present to detect building "in-launchpad".

Otherwise, looks good to me.
