I agree with Adam's comments on IRC that it would be better to refactor seeds to avoid duplication.  However, I'm wary of introducing new seeds at all here, because it adds $yet_another_variant of Ubuntu with differences that are difficult to explain.

Can you clarify why it is *necessary* to drop each of the listed packages from the WSL image - as opposed to them being present, but generally unused?

I also think that we should drop initramfs-tools and kmod from the minimal seed, which cuts the delta down from 7 non-metapackages to 5.  initramfs-tools and kmod should both be pulled in as dependencies of the kernel package, not be included in the minimal seed.
