Sorry, I don't feel qualified to review this change :(

udev rules could have a wide impact range, and there are no comments yet in the upstream or in the debian merge requests. And we are a few days away from final freeze, and less than 2 weeks from release. And deploying to a pendrive doesn't seem a common use case, specially when weighed against the possible regressions changed udev rules could introduce. I'd prefer if maybe someone from foundations, or at least more familiar with all of the devices udev handles, review this.
